Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are issued from multiple capitals. Significant resources is devoted on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from Russian territory, a capacity provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles roared overhead – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from ruin and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon engaged a drone close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, damage and utility failures in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, no doubt, endure.
Tactical Assessments
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration works based on a assumption well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unrealistic to compel Moscow to relinquish the areas that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does nothing to discourage Russia, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the months ahead.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but preventing a complete military breakdown until circumstances change in its favour.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their mission will now be much harder after current events, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
